Adobe applications don't start when the time zone for the computer isn't set or is set to Cardiff (Mac OS X v10.3)

Issue

The following Adobe applications fail to start or quit when starting: Adobe Illustrator, Adobe Photoshop, Adobe Photoshop Elements, Adobe GoLive, Adobe InDesign, Adobe InCopy, or Adobe Acrobat.

Details

You've upgraded to Mac OS X v10.3.

The time zone for the computer isn't set, or it's set to Cardiff.

A spinning rainbow-colored disc appears in place of the pointer, or the application icon bounces in the Dock.

Solutions

Do one or more of the following solutions:

Solution 1: Reset the time zone setting.

Change the time zone to any setting except Cardiff, restart the computer, and then change the time zone back to Cardiff or to the appropriate time zone for your location.

Solution 2: Upgrade to Photoshop CS2.

To resolve the problem in Photoshop CS, install Photoshop CS2. For upgrade information, visit the Adobe Store at http://store.adobe.com/store/products/master.jhtml?navAction=jump&id=catPhotoshop .

Background information

Some Adobe applications can't start in Mac OS X v10.3 if the time zone isn't set or it's set to Cardiff. Setting the time zone to a setting other than Cardiff resolves this conflict. After you've changed the time zone and restarted the computer, you can reset the time zone to Cardiff (or any other time zone) without encountering this conflict.
