Flicker occurs if a high-resolution VCD is viewed on a TV (Photoshop Album 2.0)
Solutions
Do one or more of the following:
Solution 1: De-interlace images that flicker.
If you have Adobe Photoshop or Adobe Photoshop Elements, run the De-Interlace filter on the images that flicker, and then re-create the VCD. In Photoshop or Photoshop Elements, choose Filter > Video > De-Interlace.
Solution 2: Use a progressive scan DVD player.
Use a progressive scan DVD player to play the VCD.
Solution 3: Use a lower resolution setting.
Use a lower resolution setting when you create the VCD.
Background information
The flicker that occurs when you play a high resolution VCD is caused by patterns that might be in some images. Not all images flicker, and some flicker slightly. Using a progressive scan DVD player can decrease the flicker.
High resolution VCDs use more scan lines to display an image, but there isn't enough pixel data in the patterns in some images to be written to all the scan lines. Unless you use a progressive scan DVD player, the DVD player displays the images by drawing every other line to the screen, and then by drawing the remaining lines to the screen. If pixel data isn't on all the lines, the image can flicker. Low resolution images require fewer scan lines, so there is available data for each scan line that's displayed.
