Start at Top of Column Doesn't Work above Straddled Paragraph in FrameMaker 5.x

Issue

If you apply the Across All Columns format to a paragraph in a multi-columned document in Adobe FrameMaker 5.x, and then apply the Top of Column start position to a paragraph above it on the same page, the latter paragraph doesn't change position.

Solution

Apply the Top of Column start position to the desired paragraph above the straddled paragraph and to the paragraph immediately following the desired paragraph.

Additional Information

FrameMaker's column balancing algorithm prevents FrameMaker from applying a Top of Column start position to a paragraph above a straddled paragraph.
