More drafts than expected are listed in the Pages panel in Contribute
Issue
Users in an Administrator role or a custom role that receives drafts to be reviewed and published might notice a large number of drafts appearing in the Pages panel.
Reason
This indicates that someone has linked to a file that resides within the site folder using the Insert > Link > File on My Computer method.
When the page is published, Contribute checks and verifies all links are working properly in the document and includes any pages or files that are linked to the page to also be sent to the Reviewer. Therefore, if you selected a file that includes a navigation bar with multiple links (and those links were inserted as links to files on your computer), Contribute will create drafts for all the pages that are linked within the navigation bar to make sure the page that is being uploaded does not contain any broken links.
Solution
Link to other pages on the website by choosing Use Insert > Link > Browse to Web Page. Then, "Browse" by using the internal mini-browser to the file or click the Choose button.
Users will likely prefer the choose method since they can see a directory listing of the files residing on the web server.
