Reports for curriculum and associated course inconsistent

Issue

All modules of a curriculum have been completed but the curriculum status returns "incomplete".

Reason

This can occur when a user fails a course, which is then later made part of a curriculum. Breeze doesn't record completion of the course that was completed (but failed) outside of the curriculum.

Solution

The current workaround for this issue is to republish the course, which creates a new sco-id for the course, and then adding the newly published course to the curriculum.
